suggestion: grab the cvs source from https://www.cvshome.org/
then cd to cvs-[version]/contrib/
look at cvs_acls and maybe commit_prep, these should give you some ideas on
how to handle doing what you want.
cvs_acls specifically should show you how to make it affect only those you
want helping you test.
