One never knows when it might be useful to go back to old branches for
various reasons.

Typically, I will 'administratively' lockout commits to older branches
by having the commitinfo tigger look at the branch via 'cvs -Qn status'
and determining if it is one of the 'open' or the 'closed' branches.
