Time synchronization with CVS

Hi All,
       After comiting my files in CVS, I am not
getting the proper checkin time. It's neither matching
with my working system nor with my CVS Server system.
Can anyone please help me out, How to get the accurate
timing. OR How exactly CVS manipualtes the time zone.
How can I set my standard time zone ( for each and
every checkin's) .i.e. IST
