CodeBeamer (http://intland.com/products/codebeamer.htm) has such a 
functionality, even commits can be linked to tracker items.

You might be interested in the beta release of FishEye, a commercial
product that supports CVS. It doesn't actually support email
notifications yet (this is planned) but it provides RSS feeds which
(IMHO) are a better alternative ;-) It also has a host of other cool
features for searching and diffing and browsing.
