Sure. is a good thing to use for this.

Another possibility is to provide an anonymous read-only guest account
for checkouts.

While possible, it is a bad idea to give users direct access to the ,v
files in ways that could compromise the repository integrity by possibly
creating RCS locks where they were not expected.

You could use the loginfo to trigger a 'cvs update' of a publicly
available checked out copy of the checked-out repository.
