You need to add what you want to the file. By default, the LocalKeyword
does not have any entries in it.

If you wanted $FreeBSD$ to be expanded as a $CVSHeader$ keyword, then
you would use something like:

    LocalKeyword=FreeBSD=CVSHeader
    KeywordExpand=i

in the file to expand it along with all of the standards.

The KeywordExpand option is mostly equivalent of 

KeywordExpand=iAuthor,Date,CVSHeader,Header,Id,Locker,Log,Name,RCSfile,Revision,Source,State

However, there seemed little reason to add that to the CVSROOT/config
file as the default. The KeywordExpand options is mostly there to let
you ADD a LocalKeyword or to exclude one or more of the default headers.
  

Do you know if this Log Keyword has any problem? I don't have any problems with the others keywords, but I put this definition in the config file:
 LocalKeyword=MyKeyword=Log give me a error with the commit action.


  
Also, I can't use the ACL, in this case, is necessary install some patch?
    

I have not seen a posting from Baris Sahin on the info-cvs or bug-cvs
lists in a few years now, so I am not sure of the status of his work.

You should ask Baris Sahin when cvsacl.sourceforge.net/ plans to provide
support with cvs-1.12.x (where x==10 is the latest version). You could
also ask if he wants to provide documentation and sanity.sh tests as a
part of his patch to get it considered for inclusion into the CVSHOME
feature version of cvs 1.12.x.

For now, cvs-1.12.10 provides contrib/cvs_acls.in to help you address
permissions to commit changes at the time that commitinfo and taginfo is
run. It is administered by the cvs administrator just as all of the
files in CVSROOT are administered.

It has been a long time since any CVS ACL patch was mentioned
http://lists.gnu.org/archive/html/info-cvs/2001-07/msg00962.html was
brought up by Martin Ellison, but may not be the same patch as the one
that Baris provides...
