I think 1.11.1.3 probably indicates you are running CVSNT, please run 
cvs --version
I think it will direct you to go to the lists for CVSNT.  If you are running
CVSNT they will be better able to answer your questions.

Have you tried accessing the server while on the box that is the server? If
that works I would look for a newly installed/configured firewall, I think
MS at least on XP now turns one on by default with the service pack. And if
you find one, I would suggest configuring it looser only as necessary but
keep it, fire-walls can be a good thing.
