Not really.
You would want a read lock file in all of the directories of the
repository, not just at the top-level $CVSROOT directory...

I don't believe any of the currently released versions deal with LockDir
or promotable locks (#cvs.pfl), so you may end up needing to hack things
a bit to use it.
