Was it you that asked for this a few releases back?  Whoever asked,
they prompted me to subdivide the NEWS items into "NEW FEATURES" and
"BUG FIXES" sections.  New features are only in 1.12.x.  Bug fix items
are in both releases.

This only works a few releases back (1.12.5, maybe?).  For older
releases you'll have to diff the NEWS files.

"DEVELOPER NOTES" might apply to either or both releases, but few
enough people care about those, I think, that I didn't worry about
being specific.

The ocassional "SERVER SECURITY FIXES" may be considered to be "BUG
FIXES" that I wanted in a more prominent location.
