Yes, almost...
You can do a
cvs co -ldtop .
cd top
mkdir newtree/
cvs add newtree
cd newtree
mv /home/user/* .
find newtree -exec cvs add "{}" \;
cvs ci
BTW: Personally, I would prefer to not move ("mv") everything, but to
copy ("cp -pr") it.
