That is correct, this is not a WinCVS mailing list but I believe there
should be an option to indicate a file is binary when adding the file
to the project.

If you want the binary/text determination to be automatic and can
rely on file extensions for the determination then modify your the
"cvswrappers" file:

to reflect that.  For example I use Windows which isn't case sensitive
and Microsoft Word files are binary so my "cvswrappers" contains:

*.[Dd][Oo][Cc]                  -k 'b'
