I tried but with no change:
address@hidden ~]# cat /etc/xinetd.d/cvspserver
service cvspserver
disable = no
socket_type = stream
protocol = tcp
wait = no
user = root
server = /usr/bin/cvs
server_args = -f --allow-root=/usr/local/cvsroot pserver
address@hidden ~]# /etc/init.d/xinetd restart
Stopping xinetd:                                           [  OK  ]
Starting xinetd:                                           [  OK  ]
address@hidden ~]# telnet localhost 2401
Connected to localhost.localdomain (
Escape character is '^]'.
Connection closed by foreign host.
