If you can switch to CVSNT (free, GPL) for Linux, Windows, Unix etc then
you can use the CVS ACL's.
Use the command cvs chacl -H for more information.
Yes it works at checkout and checkin...
There is also a "precommand" and "postcommand" trigger that gets fired
for every server event.
