Cannot Diff Added File

I am unable to generate a patch under Windows for new files that have been
marked as added:

cvs diff -N ruleset.properties
Index: ruleset.properties
===================================================================
RCS file: ruleset.properties
diff -N ruleset.properties
cvs diff: nul: Invalid argument

Is there a way around this error?
