Generally, folks use one of
- ViewCVS (http://viewcvs.sourceforge.net/)
- CVSweb (there are various versions use google to find one you like)
- CVS Monitor (http://ali.as/devel/cvsmonitor/)
to make a readonly view of the sources available.
Most folks also use Apache for this purpose. You may wish to ask the
http://cvsnt.org folks about using Microsoft IIS.
