TortoiseCVS plugs onto the users local machine i.e. the Windows explorer allowing the user carry out CVS operation (Update,Commit etc) from the windows explorer ,thus basic authentication and authorization process (Login etc.) does not have to be carried every time you use CVS.

Alternately WinCVS is a standalone client application which allows user with a bit more flexibility i.e. a console providing details about the recently carried operations....a detailed description about the files the user is working on i.e. Version no, Type of file(binary, text etc),Current status etc.

WinCVS can be loaded on a middleware i.e. CITRIX metaframe which allows secure remote access to the CVS repository to all users, independent of any geographical location.

Both are worth trying....
