Yes, you just want to configure your server to allow logins which give
each user their own home directory and therefore their own
$HOME/.ssh/authorized_keys file. Then have them use the :ext: protocol
with CVS_RSH=ssh so that they use cvs over ssh.

You may want to use google to find out how to do restricted shells if
you do not wish to grant general user login capabilities to those users.
