watch on <dir>

Hello folks!

cvs 1.11.20 on Whitebox Linux 3

I'm trying to make a directory watched by default, reading in
Cederqvist

"Command: cvs watch on [-lR] [files]...
...
If files includes the name of a directory, CVS arranges to watch all
files added to the corresponding repository directory, and sets a
default for files added in the future..."

so I do (wt is a nonempty dir):
$ cvs watch on wt/

When releasing and checking out wt, the files (in wt) are read only as
expected.

Then doing:
$ echo "bah" > wt/bah
$ cvs add wt/bah
$ cvs ci -m"added" wt/bah

Then releasing and checking out wt again, wt/bah have read-write
permission.

Is that the expected behavior? If I understand Cederqvist right it
would be read only, and that's what I would like it to be.

Is this a bug in cvs, the doc or in my head?
