I think you can put the port into CVS_RSH.  Here is mine on winXP using plink:
Z:\>echo %CVS_RSH%
"d:\Tools\plink.exe" -ssh -pw "xxxxxx"
Z:\>echo %CVSROOT%
Does this not work on linux?

I don't use the port (-P <port> for plink) but the other optons work fine.
