If you are running CVSNT/WinCVS, you might check for the existence of
IIRC it  is pretty much the same, though I am not sure how in sync with the source it is kept.
Hugh Gibson suggested (9 Dec 2004) that its use has also been incorporated
into the latest WinCVS as "the option to create a changelog on the Macros |
CVS menu".
