Handling baselines with CVS

Hi!


We're interested about experiences on handling baselines and limiting access 
to files and repositories when a baseline is stablished, how to stablish a 
new baseline, etc.  So far we were able to do that at file level, but we were 
told that this is too granular and we need to handle it at module / directory 
level...

This is for a CMM level 2 certification.
