Typically, one would consider 'cvs emacs' to be
the top-of-tree revision of the emacs sources as
kept in a cvs repository.

Unless you plan to aid in development of GNU
Emacs, you probably want to use a stable release
of the software.

would give you a pointer to the latest stable
release.

However, you may look at the browse the sources of
the latest Emacs versions of the file under CVS
source control via the web here:

    http://savannah.gnu.org/cgi-bin/viewcvs/emacs/

or you may obtain the latest changes via after
reading through the various bits of documentation
on the home page:

    http://savannah.gnu.org/projects/emacs/

Read the URL:

    http://savannah.gnu.org/cvs/?group=emacs

to tell you what to do after you become a project
member to fetching the sources using either cvs
with your project membership id, or by mirroring
the cvs repository yourself and using cvs locally

concerned with support for the 'cvs' command which
should already be part of your debian GNU/Linux
distribution.
