There is a Fedora 4 SRPMS which will may work for you

 ftp://rpmfind.net/linux/fedora/extras/4/i386/cvsup-16.1-8.h.i386.rpm

or you could rebuild from the src RPM:

 ftp://rpmfind.net/linux/fedora/extras/4/SRPMS/cvsup-16.1-8.h.src.rpm

If you only have the cvsup-snap-16.1h.tar.gz file, then you just have
the sources and you will need to follow instructions for the other
things you need to get (like the exm3 bootstrap) and configure and build
it all from scratch.

I recommend that if the .i386.rpm file does not work for you, follow the
instructions on your OS for (re)building a source RPM as it will probably
be much easier for you.
