why I can't access the remote respository:/usr/local/cvsrep: no such repository

Hi,
As a local user "beffery",I can access the repository in /usr/local/cvsrep 
and it works fine.But when I login from remote,it told me "no such 
repository".I really confused to this.This is the steps I take:

$whoami
beffery
$echo $CVSROOT
/usr/local/cvsrep
$netstat -l
