I had noticed this too. We are using cvs.exe from cvsnt (c/s)
V2.0.24/1.11.1p1.... Ack! 1.11.1p1... Ack! This may be the root
cause for us. I'll try to test further.
Does anyone know how to ensure the 'server' (in this case a linux box)
uses the latest cvs installed?

Luckily, our build is built on separate machines per-platfom. The
linux machines do not have this problem, so we made sure the linux cvs
co went ~15 mins before the problem machine's checkout. Seems to have
worked.
