I want to all one more thing that I just tried.
My CVSROOT/modules file had this in it:

. -a CVSROOT LocalHostMonitorAPI diagnostic src GUARDIUM_RELEASE_TAG 
Makefile docs testing GuardSoftwareTap Makefile.subdirs install 
GuardiumCustom SharedMemoryDriver platform

(It's all one line in the file.)

I added this to modules:

all -a CVSROOT LocalHostMonitorAPI diagnostic src GUARDIUM_RELEASE_TAG 
Makefile docs testing GuardSoftwareTap Makefile.subdirs install 
GuardiumCustom SharedMemoryDriver platform

and checked out a new copy of the repository

cvs co all

The resulting CVS/Entries file says:

/GUARDIUM_RELEASE_TAG/1.2/Fri Jul 22 16:31:39 2005//
/Makefile/1.6/Fri Aug  5 16:54:48 2005//

so the problem is not getting better, but what's interesting is that when 
I try to update using all.

cvs server: nothing known about all

Is there anything obvious going on here?
