This didn't help. When I ran cvs co LocalHostMonitorAPI src diagnostic I 
got this as output:

cvs server: Updating LocalHostMonitorAPI
cvs server: Updating LocalHostMonitorAPI/C#
cvs server: Updating LocalHostMonitorAPI/C#/Lpbkmnt
... [many lines not shown here...]
cvs server: Updating src
cvs server: Updating src/ChangeAuditSystem
cvs server: Updating src/ChangeAuditSystem/com
cvs server: Updating src/ChangeAuditSystem/com/guardium
cvs server: Updating src/ChangeAuditSystem/com/guardium/cas
...
cvs server: Updating diagnostic

But the end result is that the Entries file was not modified:
