Someone please correct me if I am wrong, but I don't think that this
can be done reliably in cvs.

csv doesn't have a "branch-level object"; tag (& therefore branch)
data is stored against each individual file.  So just as you can't
list all possible tags, you can't have a graph of all branches.

As others have said, if you had a file which you knew had partaken of
all your updates, then the revision graph for that file would be the
revision graph for the system as a whole.
