This what has just happned to me and this AM when I try to ran cvs admin -l
with no space .... I had to go in and remove a lock and which it was
leftover. I could not tag anything in the project.

No, nothing like that. CVS never deliberately leaves lock files behind.
I'm thinking about occasions (hopefully rare ones) where the CVS
executable core dumps, or otherwise aborts so hard that signal handlers
don't get called.
