ViewCVS is not directly connected to the CVS project.
Problems you have with it do not really belong here.

You need to run a web server (probably apache).

You will need to install rcs 5.7 (rcs-5.7-29.i386.rpm), you may
optionally be interested in the rcs-5.7-commitid.patch available in our
CVS contrib directory. The latest version of the patch was a part of the
cvs-1.12.13 release or is available via viewcvs on Savannah:

You may download viewcvs sources from sourceforge.net:

http://viewcvs.sourceforge.net/

It may be that the following RPM will work on your Redhat GNU/Linux
system:

ftp://rpmfind.net/linux/conectiva/snapshot/SRPMS.devel/viewcvs-20050501-77740cl.src.rpm

I have not actually tried that RPM myself. I just went looking on
rpmfind.net for it.
