Your thought is correct.

My best guess is that someone has purged the ,v
files so that the entire directory is no longer in
the repository. Your best bet would be to restore
those files using a backup and instruct whoever
removed the files from the repository to never use
anything stronger than 'cvs remove -f' for such
files.
