A couple of minutes' worth of experimentation shows that branches cannot
be locked, only individual revisions can be locked. Since creating a
branch does not affect an individual revision, you can freely create any
branches you want.
Mind you, I don't use locks at all, so it's possible I may have
overlooked something.
