cvs import error

I'm trying to learn CVS and have done the following after creating my
cvsroot directory and setting the env variable CVSROOT and running the
'init' command:

I issue the command
      cvs -d /cvsroot import learn_cvs example_project ver_0-1

and after entering comments into the editor window, receive the following
output:
      cvs [import aborted]:  attempt to import the repository

Anyone know what this means and more importantly, how to resolve?
