warning: duplicate LogHistory entry found

We were all set to upgrade to CVS 1.12.13, but we've hit an unexpected
snag - we have 3 separate repositories served on the same server and
when we use 1.12.13, we get:

cvs [checkout aborted]: unrecognized auth response from (server): cvs
pserver: (repositorypath)/CVSROOT/config [55]: warning: duplicate
LogHistory entry found.

I see this error message added in version 1.72 of src/parseinfo.c by
dprice, but I wonder what it is trying to tell us. What purpose does
this serve? None of the other config variables have this check. Aren't
multiple --allow-root values still supported? This message appears to
prevent that.
