This is not valid syntax. The options must all come after the file name.
It's valid, just as valid as
 cvs update -I dont.touch -CdP adir/
(the -I is i caps)

My goal is to make the whole repository up to date except one file. How do I achive that?

I understand now that I can't use -I nor .cvsignore, because they only have effect on files that are not under cvs control, which is not the case.
