Even though "they are in the right place" is technically correct, the
answer being sought was probably "merge the branch to the trunk", if the
concern is anything like what I experienced myself some time ago.

At first it may seem that the project will be stuck with the files in
the Attic because they were added on the branch, and since tools like
CVSWeb are often heavily used, this can cause problems when team members
look in CVSWeb and do not see files they expect to see because they are
not in the habit of looking in the Attic.  Once the team is taught how
the Attic works, and they realize the files would move out of the attic
after merging to HEAD, the behavior can more easily be percieved as a
minor annoyance instead of a problem.

Because they don't exist on the trunk.
