IIRC the windows CVS binaries don't have server capability built into
them.
So the first question to get answered, from someone besides me, is can
they be
used in local (direct access to the on disk repository), :local: or
:fork:
mode at all?

perhaps the windows binary can only operate in client mode? I never
even though of that, I just *assumed* that it could access a local
repository..... <sigh>
So, here I sit, waiting for someone who knows for sure.....
