My bad for not posting the command nor the output. But your guess work hit the bullseye. I re-imported the project with the -I ! option and now it works fine. Thank you very much.

You must be talking about a 'cvs import' rather
than a 'cvs ci' command. However, you do not
actually provide the commands you are using or the
output which makes it guess work to answer you.

You probably want to add '-I !' to the list of
arguments to the import subcommand. Read here:
