Actually, it is possible to perform commit checks for branches using the
scripts like contrib/cvs_acls.pl ... I use it in a number of different
deployments.

This will not itself stop any users from doing checkouts. To manage that
kind of access, you need to use the underlying group permissions
provided by the operating system of your server.
