I just did a quick check of the NEWS file, and didn't see any mention of
any problems like this. I searched for 'magic' and 'branch', and went
back to 1992, rev 1.3 beta.

No. The action of creating a branch (i.e. applying a tag) affects only
the repository. Nothing is done to the local workspace. You'd know
immediately if the tag was not created.
