Read
http://ximbiot.com/cvs/manual/cvs-1.11.22/cvs_18.html#SEC171

You may find using cvs_acls.pl documented here:
http://cvs.savannah.nongnu.org/viewcvs/*checkout*/ccvs/contrib/cvs_acls.html?content-type=text%2Fhtml&rev=HEAD&root=cvs
and available here:
http://cvs.savannah.nongnu.org/viewcvs/*checkout*/ccvs/contrib/cvs_acls.pl?content-type=text%2Fplain&rev=HEAD&root=cvs

as a 'better' alternative to allow a finer grain of access control to your
repository.
