Are you using CVS or CVSNT (on Linux/Unix). In CVSNT you must define
the repository in the /etc/cvsnt/Pserver file.
Traditional CVS on linux/unix does not require this, but if you have
--allow-repos (or similar) in the "startup" line then the same rule
applies.
