issues the cvs tag command without specifying a file name, it will then
procede to tag everything in the directory.
It would help if it prompted for each file giving the user an
opprotunity to quit and abort before scrolling and tagging everything
in the directory.

 
You could always create your own shell scripts or GUI that interacts with the user before passing the commands off to CVS.
