If the email worked the day before, and then it ceases to work the next
day - when nothing changed from a CVS perspective (? - you would have to
answer that) like an upgrade, etc. Then the problem most likely lies
with something other than CVS. I find it hard to attribute a problem to
CVS when basically nothing changed for CVS.

You're loginfo entry below looks good. I would be looking at the
network/mail server/OS upgrades on the server, etc.

I have a problem using CVS abou the email notification. Previously, when
we commit a file, the email would be automaticlly sent to every member.
But from yesterday, it does not do it any more. Is somethingwrong with
CVS. We use nail to send email.
 
The content of the loginfo file is shown below:
DEFAULT /usr/bin/nail -r $USER -s "CVS: %{} updated" address@hidden
address@hidden address@hidden

Is there any solution for this?
