There may be a more informative error message in the server's syslog,
but the most likely cause of this message is that the repository
specified in your CVSROOT (/systemas_web) doesn't exactly match an
--allow-root option specified for the server in /etc/[x]inetd.conf.
Less likely possibilities are that SystemAuth is disabled in in your
$CVSROOT/CVSROOT/config file or that you have a $CVSROOT/CVSROOT/passwd
file that contains your username with a different password.
