The short answer is no.

Also, remember that a removed file isn't really gone, it is simply no longer a member of the branch it was removed from. If one of your users removes a file he/she shouldn't have, smack their hand, tell them not to do it again, and make them do a 'cvs add/cvs commit' to restore the file.
