The FreeBSD Project often does this ; they call it "repo-copy".
Basically when a commiter wants to move/copy a file for some
reason, it sends an e-mail to the "cvs master". The latter then
moves/or copy the RCS file as asked and notifies back the commiter.
who in turn achieves a null forced-commit logging that the file has
been repo-copied along with its original location.
