Yes, but the options were disabled on May 20, 1998 (before cvs 1.9.28
was released) due to a serious bug.

The options were never implemented for client/server versions of CVS.

The great way to go for binary files is to non-cvs based configuration
management system... You may wish to look at subversion (svn).
