Moving Repositories

Due to merges and acquisitions, my company has three different CVS
installations.  I've roughed out a Pretty Good plan of attack, but for
one issue.  I can't for the life of me find any information on changes
between 1.11.2 and 1.11.21.  All three versions are a little
different, with two of them being nigh identical (1.11.21 and
1.11.21-wd [WANdisco build]) that should work fine.  But I'm concerned
about problems with adding a 1.11.2 repo into a 1.11.21 environment.

All the admin files look the same, and I'll be changing them so that
all three CVSROOTs are pretty much the same, except for LockDir.  I
don't see any differences in the ,v files, so it looks good to go.

I'd appreciate it if anyone sees a problem, if you'd reply so I can
make this as smooth as possible.
