Yes, the set-gid should do what you wish. 

     chown -R root:www /path/to/cvs/root/directory
     find /path/to/cvs/root/directory -type d -exec chmod g+s {} \;

This means that new temporary ,foo, files created in those directories
will be of group www and when they are renamed to foo,v the group will
be as you expect.
